Arizona Chapter
Associated General Contractors
The Arizona Chapter Associated General Contractors, chartered in 1934, is a not-for-profit association of general contractors, subcontractors, and other construction industry affiliated firms engaged in highway, heavy, industrial and municipal-utility construction.
Since our inception the Arizona Chapter has been instrumental in bringing about economic and infrastructure development in Arizona through involvement in legislative affairs, specification reviews, labor matters, highway budgeting and appropriations, education and training, and many other topics of importance to AGC members statewide.
The issues facing the construction industry today are challenging. The Arizona Chapter AGC provides contractors with a forum through which they can join togther in an organized and cooperative effort to truly protect their interests. By working together contractors can better shape the future of their industry. Our mission is to help contractors meet the challenges of the industry by remaining the best full-service association for today's contractor.
AGC Office Building
Built in 1966 and last renovated in the 2003, the AGC building houses the association's full-time staff. Located at 1825 W. Adams Street in Phoenix, it is within one block of the State Capitol and approximately four blocks from the Arizona Department of Transportation. The building contains offices, conference rooms, complete kitchen and bar facilities. The chapter office is an ideal site for membership and committee meetings. In addition, members are encouraged to use the facility as a temporary office whenever they are in the area on business.

Workers’ Compensation Program
The State Fund Association plan offers AGC members the opportunity to lower the cost of Workers' Compensation Insurance by sharing in a group dividend. The plan permits individual members to be eligible for participation in a group dividend, in addition to any individual dividend which may be earned. Regardless of the group results, the participating members are assured that they will receive no less than the amount they earn as individuals, therefore, they “can't lose.”
How does the plan work? AGC Members who are in good standing and who are policy holders with the State Fund are eligible for participation.
Under the terms of the plan, participating members assign their bonus dividend to the association. The State Fund computes the dividend and distributes it in accordance with the association's instructions. Bonus dividends are based on cumulative safety records of individual members and awarded to the association. AGC returns all of the bonus to our members.
Each participating member maintains an individual policy and remains responsible to the State Fund for payroll and premium reporting. The member may have an individual experience rating and will be entitled to premium discount on an individual basis, if eligible.
The plan allows AGC members the opportunity to share in an additional dividend through the association. An active and unified approach to accident prevention can mean a potentially larger dividend for members. By working closely with the State Fund and the Arizona Chapter AGC, members can "pave the way" toward safer operations and more meaningful dividend returns.
Chapter Committees
Standing Committees
Affiliate Affairs
This committee, primarily comprised of chapter affiliate members, develops and maintains communi-cation among contractor members and affiliated support industries and professionals. Special events and seminars are sponsored by the committee throughout the year to create networking opportunities for members.
Education
The objective of the education committee is to promote continuity in the construction industry by reach-ing out to schools, both technical and professional. It is the function of the committee to create interest, offer assistance, and market the construction industry as a career path.
Employment Practices
This committee involves both affiliate and contractor members, as well as agency members, in discussion of practical human resource issues and effective resolution methods.
Safety
This group of safety professionals develops and disseminates safety information and oversees related training and education programs. Guest speakers address safety and risk management issues. Participants of this committee include chapter members, State Mine Inspector, MSHA, ADOT, OSHA, Arizona Public Service (APS), Salt River Project (APS), Arizona Blue Stake and more.
Transportation
This committee was organized to research and address the issue of transportation funding for the continued development of Arizona’s transportation infrastructure.
Private Industry Contractors
The goal of this committee is to represent AGC members in private development by addressing issues that affect their business operations.
Pavement Preservation
This committee focuses on issues unique to this niche of the industry including specifications, standards, and development of a chipseal best practices guide.
Joint Cooperative Committees
ADOT — AGC
Through this committee chapter members, Arizona Department of Transportation (ADOT) staff and the Federal Highway Administration (FHWA) have a forum to discuss issues and resolve problems.
Colorado River
The Colorado River Cooperative strives to build better relationships between ADOT, contractors, city officials and utilities working in the Arizona River Community, Mohave County, Town of Parker, Lake Havasu City, Bullhead City and Kingman.
Maricopa County — Municipalities
This committee provides an opportunity for members, city and county personnel, as well as other interested agencies, to discuss issues and resolve problems related to public works projects, such as work zone safety, specifications and project delivery.
Pima Association of Governments
PAG — AGC — TUCA
This committee provides an opportunity for members, city personnel, utilities and other interested agencies to discuss issues and resolve problems. Participants include employees from the City of Tucson, Pima County Highway Department, Pima County Wastewater Management, ADOT, Tucson Electric Power Company, and Southwest Gas.
Prescott - Yavapai County
A forum to discuss issues and resolve problems is provided for AGC members and staff from the City of Prescott, Town of Chino Valley, Town of Prescott Valley and Yavapai County.
Education and Training
Scholarships
The Arizona Chapter AGC supports industry education by providing scholarships to students pursuing degrees and certification in construction related fields. Through the Education Committee scholarships are awarded to both four-year university and two-year vocational students.
Supervisory Training Program
AGC's Supervisory Training Program was the first national training program developed specifically for the construction industry. Created by contractors for contractors, the program is a comprehensive, practical training course that enhances supervisory skills. This training program, offered through Gateway Community College, consists of ten 15-hour units. After completing eight units, individuals receive a certificate from the National AGC office. Nationwide, more than 100,000 students have participated.
ADOT Training Program
The Arizona Training Program has been designed for non-signatory (non-union) AGC contractor members to satisfy training hours required on all ADOT awarded projects. The basic purpose is to assist AGC contractor members in meeting federal requirements for the training of female, disadvantaged, and/or ethnic minority individuals. The training program offers members the opportunity to train employees in several craft trades ranging from labor to equipment operators. Each craft has minimum training hours in the areas of safety, maintenance, and operations when applicable. Although the training program is designed to increase the skill of the employee and the ultimate goal is to increase our qualified work force, it is not an approved "Apprenticeship" program offered through local unions or the Department of Labor, which would offer the employee the opportunity to obtain a Journeymens certificate in the craft trades
AGC Operator Apprentice Program
The Arizona Chapter Associated General Contractors’ Operator Apprentice Training Program was launched in the fall of 2000 to assist in meeting the future need for trained, qualified journey and/or craft workers in the industry. The program was developed to provide a plan of approved training to equip apprentices for profitable employment as skilled operators in the construction industry. Each apprentice is sponsored by a participating AGC member firm.
The program is operated under the guidelines of the Department of Commerce, which requires that certain criteria is met for completion of the program in order to obtain a Journeyman Certificate issued by the state of Arizona. The term of the apprentice program is 6,000 hours, approximately three years of continuous employment. Apprentices receive on the job experience and attend classes held at Central Arizona College. The instruction program is identified as a Performance Based Training program; apprentices receive college credit for all work completed.
Safety Training
Accident prevention is a major goal of the chapter, therefore, we strive keep our members up-to-date on changes and developments in safety regulations. Regular classes in CPR, first-aid trauma, and a variety of safety courses are offered throughout the year. All classes are conducted by qualified safety professionals. If a member wishes to hold some individualized training classes, safety videos are available in our lending library and may be checked out.
OSHA Training Institute for Region IX
In 2001 our chapter entered into a training partnership in occupational health and safety with several other Arizona organizations and the OSHA Training Institute for Region IX at the University of California San Diego (UCSD). The partnership was formed to meet the increasing demand across the state for high quality, standards-based OSHA training. Individual courses are offered throughout the year at various Phoenix locations in specialized areas serving public and private organizations, and federal and state agencies within general industry and the construction industry. Participants may qualify for college credit and BCSP credits, accruable toward a Professional Certificate in Occupational Health and Safety upon successful completion of each course.
Governmental Affairs
Legislative Program
Our members benefit from the chapter's active participation in legislative decisions affecting economic and infrastructure development. The chapter monitors legislative bills daily which affect the construction industry. AGC originates and coordinates support for bills favorable to the industry, while also opposing unfavorable legislation. Copies of all introduced legislation are available to interested members. Frequent updates on current legislative issues will be communicated to members through VoterVoice email alerts, AGC Briefs and postings on the website.
Equal Opportunity Program
Members receive personal assistance with problem solving, interpretation of regulations and awarding agency compliance reviews.
Labor Relations
The Arizona Chapter AGC provides services for both open-shop and union contractors. The Arizona Chapter is a certified collective bargaining agent that can provide representation for individual firms with labor unions. Agreements have been negotiated with the carpenters and operating engineers in the Arizona territory.
Political Action Committees
Arizona Chapter AGC PAC
The Arizona Chapter AGC PAC was organized in June of 1997. Chaired by an AGC member, the committee has successfully contributed over $90,000 to various local candidates and causes since its inception. Members of the committee work together to raise funds for industry issues and local candidates.
National AGC PAC
National AGC 's political action committee resources rank in the top 10 nationally. This committee is chaired by a local industry representative. However, all contributions are funded through National AGC.

Publications and Video Library
AGC has access to numerous resources for books, manuals, training programs, contract documents, videos, software and more. The chapter library houses AGC contract documents for purchase, as well as various safety-related videos for loan. AGC members receive a discount on all products and services. If we do not have an item in stock, National AGC can overnight most any item to you directly.

Events & Activities
To give our members the opportunity to meet one another and learn more about the industry as a whole, AGC hosts a variety of events and programs throughout the year. Additional events not listed here may be held as well.
Annual Membership Meeting & Election
This annual gathering ushers in the association leadership for the coming year, provides an update on the activities of the association and its committees for the previous year, and affords all members the opportunity to network and exchange information. After the morning meeting and luncheon, members reconvene in the evening for our Annual Membership Dinner Dance and Dessert Auction.
Annual Dessert Auction
It has become tradition that the proceeds of this annual event, held in conjunction with the Annual Membership Dinner Dance, are used to support the efforts of our Education Committee, fund scholarships and the annual Construction Expo, promote construction as a career, and support our AGC student chapters.
Chapter Awards Program
Established in 2002, this annual awards program consists of three honors: Build Arizona Awards, Affiliate of the Year Award, and the S.I.R. Award (Skill, Integrity and Responsibility).
Spring & Fall Golf Tournaments
Organized and orchestrated by Affiliate members and AGC staff, these annual outings are held at various locations and offer members an opportunity to network, enjoy a little friendly competition and discuss industry issues in a casual setting.
Annual Construction Expo
Held each year at the Arizona Science Center in Phoenix, this event combines hands-on activities, demonstrations and exhibits to introduce youngsters to the many facets of the heavy construction industry.
Affiliate Open House Events
Two or three times a year one of our Affiliate member firms will host an open house, often featuring a mini industry expo. This affords the host firm the opportunity to showcase their products and services.
Family Steak Fry
Mouth-watering barbeque and family entertainment make this a perfect venue for members to treat their employees to an affordable afternoon of sun and fun.
Strategic Planning / Brainstorming
This yearly function is typically held in the summer months away from the chapter office in locations across Arizona or in such places as Lake Tahoe or San Diego. The purpose of this planning session is to determine what association goals were achieved over the past year and what needs to be accomplished for the coming year. This event is an ideal opportunity for members to have input in the goals and focus of the organization.
Christmas Open House
Each holiday season the association and Board of Directors hosts an open house giving members an opportunity to meet and mingle while enjoying refreshments and holiday cheer.
